Okay since the uk have or are blocking sites now and i have received my 2nd warning about piracy from my ISP i cant ignore anymore i need a VPN, i just installed DATA COMPRESSION PROXY (a google chrome extension) just so i can access the torrent site i need, but i'm stopping all downloads until i'm protected, i need some advice on your opinion of a VPN service 1) best for total privacy 2) good value 3) no logging 4) ease of use (even for a tech noob like me, i mean CLICK>INSTALL>CLICK TO BEGIN VPN> job done(and yes i'm that noobish i wouldn't know how to set one up) just looked PIA (Private internet Access) they have been around a while, and they can protect upto 5 machines, i have 3 PC's running and they all DL, so covering 5 workstations for $40 a year seems good value to me, but can anyone suggest a better alternative. or have i made a good choice?

There's no such thing as no logging or complete privacy. Even if VPNs them self don't log they're still logged on the ISP node (ISP they use) as well as countless other ways. If you want complete privacy then you have to resort to two things: 1 & foremost) Be really clever about what you're doing and most importantly, how you're doing it 2) Obtain back routes by using hacked (by you) servers and alike. With that being said, you don't need such a level of privacy, you only need to apply both points to some extend and stay under a radar. 1) Stop using public torrents, they're a honeypot as anyone can (& does) join the swarm and collect data. 2) Use some basic layer of obscurity, be it a seed box or a VPN. Here's two options:a) Get an offshore VPS or dedicated box and configure it to be a seed box. Use that to leech any torrents you want..in that case, you can use public trackers as well but it's important that box/vps is offshore, somewhere like Russia..where they simply don't care for DMCA notices and crap alike. That box has to be also configured to accept secured connections (be it FTP, VPN or whatever) so you can safely grab data from it without worrying about ISP. b) Get a VPN which omits the sophistication and know how layer but at the same, takes some of the control from you. Both methods have drawbacks but both have something in common- Stop using public sharing services and start keeping a low profile. I personally would probably go with seed box method but it's usually more costly, otherwise for VPNs..can't vouch for any but cyberGhost was ok for me (didn't use it for torrents tho) and it fulfils the easy aspects you want..since it's just install & click method and completely transparent.

Seedbox is a computer (VPS, Dedicated or whatever) that's used to download torrents. Any computer can more or less be used/configured for that but basic idea in this scenario is that you rent a VPS or whole server if needed and configure it for torrents, so when you want to download a torrent you save the torrent file and upload it to your seed box and from there download the actual file.
Idea with this is that for one, it doesn't take your connection, for two files are never downloaded by you but rather by seed box thus in principle you are not traced since your IP is never in a public swarm. Server is also always on so you basically share stuff 24/7 - if you need to due Ratio etc.. What you do after is download any torrents from that seed box to your computer by utilizing some secure protocol so traffic is encrypted thus your ISP sees that something is going on but since it's encrypted, they have no idea what.
For this concept to work you need to rent a VPS or a server, either one should be in a offshore location where they don't reveal data or care about any DMCA and alike notices..Russia or Asian region is like that. You can also go with hosting here in EU and there's quite few that provide Seed boxes (fully set and ready).
Trusted and secured seedboxes aren't cheap but you can try and do it on your own by getting a cheap VPS or dedicated and try with that. Usually in this sort of scenarios you risk to lose the box if country/hoster accepts DMCA takedowns. It's a lotto in sense that if you take a box in some country where they reveal data, you still risk to be sued.
Whole principle evolves around security/files, meaning that if you want to minimize the risk you'll pay more, if you pay less risk exponentially increases and at the end of the day, it still depends what it is that you are downloading. Hot stuff will always bring heat regardless what or how you utilize it. Hosting something like wiki leaks would put you in bad position in most of the countries in the world etc.
Main problem with you is that you are already on the edge. You got 2 notices, 3rd one is usually the final one, where certain action is taken so you're in a though spot.

Well I'm thinking to get a dedicated server and configured it as a seedbox, if you want to chip in we can split the cost & resources, but it's more less a pocket change. Naturally it's understood that in this sort of scenarios there are usually some basic ground rules.

There are many VPN services but personally I use HMA. It is perfect for all kinds of requirements and the most important thing is that it comes at very affordable price and comes in the list of top 10 vpn services of 2017. You must try it out.

Vpn service is a good way to get access to blocked sites. My recommendation is novavpn, which many people called best the VPN Service and I agreed with them. Also NovaVPN runs its own private, encrypted DNS on every server, making internet connections both safer and faster. So try to use this vpn app.
