Get a VPN if you're planning to use torrents but it's far from being a silver bullet since they keep records..use tor for fileshare or other stuff etc..
Best is to simply use private trackers for torrents..and if you're paranoid and don't download any real illegal stuff, get a VPN with it as well..other then that, you'll need to go to extreme lengths but that's above and beyond..

Ahah it's funny, i had a warning from HADOPI, it's the "High Autority etc..." anti download illegal in France. In france, you got this first warning, if you are retaked to dl in next 6 months, u got a 2nd warning, if you are reretaked in year, you can go tribunal and pay maximum 1500€. Then for continue to download, i have buy a server, i configure it for be a seedbox. I download by my server, i share by my server. And i bring on my pc by FTP. So my IP is assimilate none torrent and P2P, i dont got utorrent installed on my pc. I can dl/seed when my pc is off, server turn 24/24 (i dont do it, i dl the minimum for this time). Got a server, is legal in france. If HADOPI see my server downloading, they will recover IP my server, like they do for me but they ignore who is owner. And my server hoster is not forced, in france, to give identity to proprietor. In clear, they cant recover to me. They must spy my flux internet for see i swap with a server, and no legal files, but i doubt realy. I downloaded splinter cell blacklist, we will see if i got 2nd warning. Edit: I pay 10€/month. Edit 2: For continue to download, you got 2 possibility, VPN or seedbox. You must know, VPN can slow your connection internet, and i read on forums, people got problem with unstabl connection.

Yep, seedbox is option as well. But in that case get it from a country that's outside of anti-piracy laws, like russia or alike..just be sure you're not using that box for your personal stuff. Never trust shady services when it comes to your bank accounts, emails etc..
As far as logs go, it depends in what country box is. Your provider may not give the logs to others but if a law suit is in place, judge may order that they provide them. So in that case, it's best to be familiar with laws in particular country your box is in. There are various off shore hostings and countries that EU or USA cannot reach etc..but then like I said, keep private stuff for your self as you never know who's listening.
Btw, what kinda of laws you got there? In my country it's completely legal to download any copyright material, it's forbidden to share it - torrent does that by seeding etc.
By EU directive they tried to push a more strict anti privacy law a couple of years back and it almost lead to an uprising. General mentality here is, that as long as you're downloading for your own needs, don't make money out of it and do not use it for your business it's non of state's business..otherwise, pay for it. I'm sure it's just a matter of time before they'll start to push the law in different shape as there's pressure from industry lobbies but we'll cross that bridge once we get to it.

I can't be completely sure because I don't really follow this kind of matters, but I heard that the Goverment (here in Spain) tried to force ISP's to track and monitor what users download an their computers, and ISP's simply refused. For one the amount of data they would have to check is just massive, just like in most countries I guess. And they also just didn't want to spy on peoples computers.
Now you could make the argument that they just don't want to piss people off otherwise they would change provider, but I don't know.
Around 5-6 years ago (might've been more) the main "problem" was that people were selling copies of movies in the street. Nowadays it sounds stupid but back when Internet speeds weren't that fast and people dind't know how to download stuff, you would see people buying that suff.
Edit: I did a little diggin.
It is written in the Constitution that basically you can't fuck around with people's personal data, this was set in 1978 btw.
They do however, go after the people that provide or facilitate the acces to copyrighted material, NEVER against the user. With fines of up to 300.000€.

They must know too in france, it's numbers official to hunting downloader: 2,084,847 first recommendations (email), 212 898 seconds recommendations (registered mail), 725 proceedings of the Commission for Protection of Rights Hadopi, 54 transmissions to prosecutors, 14 judgments. We ignore how many peoples stoped to dl after 1st and 2nd warning for know if they supervise much peoples, but on 725 ask process, only 14 were sanctioned. All this in 3 years, it is controversial in france, in first, we cant download ( someone will say the ilegal download is bad, kill business etc, it's other subject) and in second, HADOPI costs at this time 12 MILLION € for 14 judgments. 857 000 the judgment, for win max 1500€. Vive La France !

Maybe we could all monthly chip in and get a dedicated box and configure it to act as a private joint seedbox..We could easily centralize the things and share the stuff..not to mention the back channels that open in that way etc. I.e. You get a 4tb (2 actual due RAID 1 with 2tb x 2) box on gigabit switch with 200mb guaranteed connection and 20TB traffic for 49€..divide all that between 5 and you get for 10 bucks 400gb of space and 4tb of traffic per month..etc etc. It would be a similar principle I ran at home. I have a local server with 2tb's of space, to which I plugged few neighbours in so we have stuff centralized and don't bother with downloading same stuff, it's actually quite fun as I can randomly select a movie when I don't know what to watch not to mention that I control all the stuff and their wifi routers so if neighbour is drunk and too loud at nights I simply unplug their internet and fall a sleep.

Anyway l0, it's true i think to give pw seedbox to some friends for they can download what they want on it. Mainly when seedbox can go 100mb/s, as say is you download maximum. I downloades splinter cell with 13 mb/s, after it's sure, you must download on your pc, and for my part is limited to 1.5mb/s
