When time runs out the round doesn't end, round only ends if objective is done.
Hope it will be fixed soon.

yes as Herme says ,
if its say Forest map , then its first team to score 100
wins , this means that after the timer has gone to zero
game will carry on until there is a winner.
same for these maps , mp_depot , chateau , ctf-base , etc if neither team has wins during normal time then game will continue
in extra time until there is a clear winner
( i remember on the 1.4 server Happy Penguin mp_depot ,some round went on for days
)
maps with standard flags ( mp_snow ) enter sudden death
at timeout , next team to capture a flag wins
and capture the flag for 5 minutes , there is no need to have a time
limit set ( on the mp_destruction version ) for example ,as
it can only cause confusion .
only time there is a problem i have noticed
is map ctf_base , if an obj goes missing ( happens rare occasion ), then a vote to reset_match is needed
